NHS giving contraceptives to 13-year-olds

Public money is being used to supply under-age children with condoms, it emerged this week.

The NHS is promoting the 'C-Card' which children as young as 13 can use to claim free condoms without the knowledge of their parents but does not mention that the law forbids sex involving those under 16. The scheme is intended to prevent pregnancies and sexually transmitted diseases but research suggests that similar initiatives have not had this effect.
